When it comes to the cottage industry part of it, really if it were no longer a criminal offense to grow pot plants many of these 'mom & pop' grow operations that aren't related to gangs and such could simply move into being regular crop producers. I really feel that the average person with a grow room is doing such because they don't want to support criminal organizations, such people should simply be able to get a production license or some such thing, or even just be allowed to produce up to a certain amount for personal consumption. This is somewhat similar to current alcohol laws in a lot of places, where I live I'm alowed to produce wine, beer, whiskey or whatever so long as I'm not selling.
